Description:

The SecureData4Health (SD4Health thereafter) platform will create, initially in Québec and in Ontario, the privacy, software, and computational infrastructure needed for the analysis of the genomic and health data that is being generated within Canadian hospitals and research centres. The SD4Health platform will also develop, implement, and facilitate novel information sharing modalities, where the security and privacy of participant data is paramount, and enable Canada to play a leading role in the challenging but critically important movement towards international health data sharing for research.

The SD4Health Platform Manager (PM) is responsible for the implementation and oversight of SD4Health, a secure cloud platform that implements computational frameworks, policies, and infrastructure to securely store, share and analyze genomic and health data. The PM is responsible for all managerial aspects of the platform from planning, to implementation and operations, including leading the staff and financial management. The position reports to the Director of the Canadian Center for Computational Genomics (C3G), the Scientific lead of SD4Health, and works in close collaboration with the Scientific co-lead of SD4Health. The PM is a key member of the team and will chair the Management Committee of the SD4Health platform, which involves several partner institutions.

Responsibilities:

Management, Operations and Supervision:

Supervise a team of 3 professional staff in the C3G unit and coordinate the work of a larger (5 professional staff) distributed team.
Chair the Management Committee for SD4Health and participate and/or lead other technical committees related to the project. Coordinate the SD4Health project team from the involved partners institutions, including professional software developers, and technical and administrative staff. Use professional expertise, skills and knowledge to prioritize activities and steward the management of project scope, schedule, and budget, across the project lifecycle. Make recommendations on financial and human resources needs including preparing project budgets, seek and obtain funding approval and align costs with budget. Establish a system for tracking metrics and performance indicators as required by funders and other stakeholders.
Participate in the development and implementation of policies and new initiatives that support the strategic direction of the C3G unit. Oversee the preparation of progress reports and financial reports to external and internal stakeholders. Compile statistics and data for reporting. Participate in meetings, make recommendations and provide solutions. Specifically, represent C3G and SD4Health at internal and external meetings. Responsible for coordinating platform activities across the national and international collaborator sites. Platform Development:

Manage the design, development, operations and maintenance of the SD4Health (SD4Health thereafter) platform infrastructure and its components (cloud infrastructure as a service and software as a service). Plan and execute the acquisition of >$15 million cloud compute and storage equipment for SD4Health to be hosted at the McGill/Calcul Quebec National Platform for Advanced Research Computing (ARC), in close collaboration with the Director of the ARC platform. Oversee the application of the adequate project management approach to gather and define project requirements by the team; develop project charters, project plans, budgets and schedules; identify staffing requirements; form project teams; and communicate within the organization; Direct the implementation, operations, and training activities across multiple institutions, and plan distributed infrastructure and operations. Develop and provide ongoing support and training to the SD4Health user communities. Define scope of work and establish contracts with external providers of the technical solution as needed and in collaboration with the scientific directors. Oversee the implementation of research platform policies and strategies that support the goals of the scientific communities that are using the SD4Health platform. Manage the development and implementation of appropriate security policies to maintain data integrity, security and privacy for the user community. Provide authoritative advice on hardware and computational hurdles to researchers and build business cases and relationships with vendors of research infrastructure. Partnerships and Strategic planning:

Provide advice and senior expertise to the scientific co-directors in the examination and definition of the objectives and strategic planning for the platform. Interact and plan integration with other big data initiatives, such as the Terry Fox Research Institute Digital Health and Discovery Platform (DHDP) and the Centre québécois de données génomiques (CQDG). Interact with support units of the university such as Procurement, Research, and Financial Services as needed.
Interface with users across Quebec, Canada and worldwide to ensure that the developed infrastructure is suited for the needs of the research community and provides interoperability with other systems. Contribute to securing new research funding and partnerships to ensure operations of the platform.

Qualifications:

University degree is required. A minimum of seven (7) years related experience in software development, cloud computing and project management. PMP certification is an asset. Experience in coordinating staff and acting as coordinator in the context of complex inter-related projects and teams. Demonstrated skills in providing effective support to users in an academic environment.
High level analytical and data processing skills. Function with an exceptional level of accuracy, strategic judgment and efficiency. Ability to manage large-scale development projects involving the negotiation and execution of agreements and contracts among multiple researchers, institutions, and partners.
Excellent written and oral communication skills. Self-motivated, with strong organizational skills, and able to effectively prioritize a wide range of responsibilities. Able to meet tight deadlines, and demonstrate a high level of professionalism in working with internal and external teams, partner organizations and stakeholders to achieve specific outcomes.
